Selandia Baru Akan Masukkan Informasi Kafe dan Restoran Halal Dalam Wisata Halal

Halal Tourism Symposium diadakan pada 23 Maret lalu di Auckland. Acara yang berlangsung satu hari ini bertujuan membantu operator pariwisata dalam memahami wisata halal. Sehingga lebih menarik turis dan pebisnis muslim ke Selandia Baru. Karena wisatawan akan merasa lebih santai dan diterima di sana.


"Sangat penting bagi industri pariwisata Selandia Baru untuk terus menjelajahi pasar-pasar baru. Sebagai contoh, Indonesia mempunyai sekitar 220 juta muslim dan salah satu negara dengan perkembangan ekonomi tercepat di dunia. Masyarakat Indonesia menghabiskan $7,2 juta untuk pariwisata pada tahun 2012, namun sedikit dari mereka pernah mengunjungi Selandia Baru," tutur Profesor Asad Mohsin, ahli pariwisata dari University of Waikato, seperti dilansir dari Scoop News (18/03/2015).


Mohsin menambahkan perlunya kesadaran lokal mengenai pariwisata halal. Namun masih ada banyak kesalahpahaman mengenai pariwisata halal di sana. Salah satu tantangan terbesar adalah mengajarkan ke operator pariwisata mudahnya memenuhi kebutuhan pengunjung muslim tanpa menghabiskan banyak uang.


Disamping informasi mengenai masjid, operator pariwisata nantinya perlu memberitahu pengunjung daftar kafe dan restoran yang menyajikan makanan halal. Mereka mungkin juga bisa mempertimbangkan acara makanan halal khusus perempuan, tambah Mohsin.

Sebab diketahui anjing yang dikonsumsi mengidap rabies. Hal ini disampaikan dokter hewan di Filipina pada Minggu (15/03).

Sebanyak empat orang dewasa dan sembilan anak-anak mengonsumsi daging anjing terinfeksi rabies. Menurut Mario Arriola, dokter hewan pemerintah lokal, penemuannya terkuak saat sedang ada investigasi kasus rabies yang diduga berlangsung di pinggiran kota Zamboanga.


Anjing diketahui mati secara misterius minggu lalu. Setelah pemeriksaan, dipastikan anjing terkena rabies. Ternyata daging anjing itu sudah disajikan untuk warga lokal.


"Kami diinformasikan bahwa orang dewasa di sana mengonsumsi anjing terkena penyakit. Mereka tidak tahu anjingnya positif rabies. Sayangnya, ada anak-anak juga yang mengonsumsinya," tambah Mario, seperti dilansir dari AFP (15/03/2015).


Departemen kesehatan lokal Zamboanga memberi semua orang yang menyantap daging anjing tersebut dengan suntikan anti rabies. Upaya dilakukan agar tidak berkembang jadi penyakit fatal.


Penyembelihan anjing untuk konsumsi sebenarnya dianggap ilegal di Filipina. Namun daging anjing masih menjadi sajian populer yang dikonsumsi diam-diam di beberapa wilayah.

Terdiri dari tiga bahan saja, yaitu bubuk kayu manis, mentega leleh, serta gula halus yang dicampur jadi satu. Masukan adonan ini dalam kantong semprotan kue.

Tampilan pancake ini mirip dengan cinnamon roll. Cara membuatnya sama saja dengan adonan pancake polos. Anda tinggal menambahkan adonan untuk filling pancake. Terdiri dari tiga bahan saja, yaitu bubuk kayu manis, mentega leleh, serta gula halus yang dicampur jadi satu. Masukan adonan ini dalam kantong semprotan kue.


Tuangkan adonan pancake di wajan panas. Kemudian semprotkan adonan kayumanis melingkari adonan. Kemudian masak hingga pancake matang kedua sisinya.
Sajikan pancake dengan topping susu kental manis, karamel, atau sirup maple. Jika ada, tambahkan potongan pisang atau apel agar rasanya makin enak.

Journal de Montreal mengirim sampel potongan daging sapi muda (veal) ke laboratorium di Laval University. Sampel diambil dari 25 restoran yang menjual daging dengan harga di bawah 20 CAD (Rp 206.000). Ternyata 14 sampel benar-benar berupa daging babi.


Juru bicara Restaurant Association Quebec, Dominique Tremblay, mengatakan cara bisnis seperti itu adalah penipuan dan bisa dikenai sanksi hukum.


"Hal ini tidak bisa diterima, kita tidak akan membela restoran yang melakukan hal ini, jika Anda berkata menjual daging sapi maka harus sapi," ucap Dominique seperti dilansir dari CJAD News (16/03/2015).


Ia menambahkan bahwa harga menjadi cara terbaik bagi konsumen menentukan apakah mereka mendapat daging sapi muda asli.


"Daging sapi muda mungkin berharga empat sampai lima kali lebih mahal dibanding daging babi, sehingga harganya bisa jadi penentu keaslian daging. Jika harganya terlalu rendah, ini mungkin bukan daging sapi muda asli, bisa jadi campuran sesuatu," jelas Dominique.


Dominique juga berasumsi restoran bisa saja mendapat daging dari pemasok tanpa tahu itu daging babi.Next

Tak hanya mendukung, ibu dari dua anak ini juga sering mendapatkan kiriman pernak-pernik Coca-Cola dari teman-teman dan keluarganya saat berkunjung ke luar kota atau luar negeri. Memorabilia yang berasal dari puluhan tahun lalu juga tak ketinggalan ia koleksi.


Karena hobinya ini, ia pun mulai mengubah tema salah satu ruangan di rumahnya dengan warna merah dan putih, serta serba Coca-Cola. Awalnya, ia mengerjakan kamar tidurnya lebih dahulu. Ia mengganti seprai dan bantal serta wallpaper. Kamar itu pun masih ada hingga sekarang dan menjadi kamar anak laki-lakinya.


Setelah mengerjakan kamar tidur, Lilian pun berpindah? ke dapur. Barry, suaminya? juga ikut membantunya dalam dekorasi. Lebih unik lagi, ia juga membuat chandelier yang terbuat dari? botol Coca-Cola. Rata-rata pernak-pernik yang ia koleksi ia dapatkan dari toko bernama Grand Slam di Times Square, New York. Toko ini punya? bagian khusus yang menjual pernak-pernik Coca-Cola. “Saya sering kesana dan membawa pulang banyak barang.” akunya.?


Namun, apa yang membuat ia begitu menyukai Coca-Cola? Padahal, ada begitu banyak pilihan merk kola yang dijual di pasaran. Menurutnya karena merk kola lain lebih manis rasanya. ?

Toyota is challenging the accounts of a motorist whose Prius sped out of control last week in San Diego, calling his reports of the incident “inconsistent” with the initial findings of the company.


Toyota released the results after two days of testing on a 2008 Prius hybrid that sped out of control last week in California, and it maintained that the car's brakes and throttle functioned properly.


The now-infamous incident occurred on March 8, when a Prius driven by James Sikes was reported in a 911 call to be speeding uncontrollably. The car was brought to a halt when a California patrolman had Sikes brake hard, use the parking brake and turn off the engine.


The sensational incident drew national coverage and again threw into question the safety of Toyota's cars. Though 8.5 million of its vehicles are being recalled, the Prius in the incident is not included.



Earlier on Monday, NHTSA released a statement saying it couldn't explain why that Prius sped out of control.


Toyota's findings also said the floor mats did not interfere with the pedals--as has been a case with some of its other vehicles--the engine power switch worked properly and the car could be shifted into neutral. The front brakes “showed severe wear and damage from overheating” during the incident, while the rear and parking brakes where in good condition and functional.


An attorney for Sikes told the Associated Press on Sunday that failure to replicate the incident is not significant, and that Sikes did not have any problems with his Prius in three years of owning it.

Toyota Motor Corp. on Wednesday fired a fresh volley in the green car wars, promising two new hybrid vehicles and the start of lithium-ion battery production next year.


The two hybrids--one badged a Toyota, the other a Lexus--will debut at the Detroit auto show and come on top of the third-generation Prius car, also due in 2009.


Toyota didn?t give further details about the upcoming vehicles. But Masatami Takimoto, executive vice president in charge of r&d, said the Toyota will be larger than the Prius.


?It?s a totally new car,? Takimoto said in Tokyo.


For the redesigned Prius, Toyota will stick with the current generation?s nickel-metal hydride batteries. The long-awaited lithium-ion batteries, light in weight and high in power, will debut in Toyota?s first plug-in hybrid, due in 2010, he said.


More batteries


Panasonic EV Energy Co., the joint venture that makes Toyota?s hybrid vehicle batteries, will start making the lithium-ion batteries in 2009, Takimoto said. Panasonic EV is building the production line at its main plant in Shizuoka, southwest of Tokyo.


Initial output will test quality consistency. Mass production will begin in 2010.


Toyota outlined the plans as part of a sweeping environmental blueprint that touched on sustainable r&d, manufacturing and social responsibility.


The move comes as rivals Honda Motor Co. and Nissan Motor Co. beef up their own green car programs. Honda announced last month that it will launch four hybrid vehicles by 2015.



That same week, Nissan said it will start mass-producing lithium-ion batteries next year.


Lithium-ion batteries are seen as a key to jump-starting the market for low-emissions gasoline-electric hybrid and pure electric vehicles. They are lighter and more powerful than the nickel-metal hydride batteries now used in hybrids.


Beyond lithium


Toyota President Katsuaki Watanabe said he already is thinking beyond lithium.


To that end, the automaker is setting up a battery research department this month to develop a post-lithium-ion battery with even better performance, he said.


Takimoto said the department will start with 50 people and double the staffing in two years. Possible chemistries for the new batteries include metal-air batteries, he said.


Toyota is racing to crank up battery production so it can meet its goal of selling 1 million hybrid vehicles a year in the early 2010s. A shortage of batteries is one reason Toyota hasn?t been able to boost production of the Prius to meet booming global demand.


Among Toyota?s other green initiatives:


-- New 1.3-liter and 2.5-liter gasoline engines featuring stop-start technology, due this year.


-- A new, highly efficient, compact six-speed manual transmission, arriving in the fall.


-- Cutting carbon dioxide emissions from factories to 35 percent of 2001 levels by 2010.

If you?ve been waiting for an all-new Prius, get ready to wait an extra six months. According to news reports, Toyota has delayed the launch of the third-generation hybrid to the spring of 2009.


This comes after the announcement in May that early versions of the new Prius will not be equipped with lithium-ion batteries. Toyota and battery supplier Panasonic EV claim issues pertaining to initial cost and thermal safety (read: fire hazard) have yet to be addressed.


Although the Prius launch has no official time frame, the debut is rumored for spring 2008. Representatives from Toyota refuse to comment on the launch, stating it?s impossible to delay a plan which has no set timing.



General Motors, meanwhile, is reportedly quite pleased at the Prius problems because it will likely mean that it can beat Toyota to market with a lithium-ion battery-based vehicle. GM is investing massive resources in development of lithium-ion batteries and the Volt, an electric vehicle that uses lithium-ion batteries charged by either a plug-in source or by an on-board generator or fuel-cell.


GM has set up a design staff with specific orders to focus on Volt design, and this week announced plans to redeploy hundreds of engineers from fuel-cell development work to fuel-cell car production engineering. GM has said it intends to have the Volt ready for production by 2010.

Toyota Motor Corp. reportedly plans to launch two variants of its Prius hybrid in the United States by 2013 as it ramps up plans to leverage its gasoline-electric drivetrain technology to meet stricter emissions standards.


One of the new hybrids will be bigger than the Prius, the other smaller, the Wall Street Journal reported, citing unidentified dealers who attended this week's national dealer conference in Las Vegas.


Toyota executives briefed dealers about the plans to roll out the new models.


The smaller hybrid will be about the size of the Yaris compact, the report said. The larger one will have about 50 percent more interior space and storage than the Prius.


Toyota has previously said it will launch a Yaris-sized hybrid and recently announced that it would begin building a new small hybrid in France. The world's leading maker of hybrid vehicles is also widely expected to introduce a hybrid minivan, also based on Prius technology.


After the dealer meeting, Toyota issued a press release pledging to expand its lineup of hybrid, plug-in hybrid and electric vehicles in the United States. A separate statement issued at the same time announced that worldwide Prius sales have surpassed 2.01 million units since the car first went on sale in Japan in 1997. U.S. sales began three years later.


Toyota made “hybrid” a household name with Prius, by far the world's best-selling gasoline-electric car. The technology will help Toyota comply with more demanding emissions regulations in the United States, Europe and other markets. But to achieve volume and cut the costs of its expensive battery and motor systems, Toyota has been licensing the technology to rivals.



Toyota aims to sell 1 million hybrids a year as early as possible this decade and wants to offer a hybrid version of each model it markets in the 2020s. The automaker is also aiming for U.S. sales of 2 million units by 2013, the newspaper said, citing a person it didn't identify.


Toyota's U.S. sales totaled 1.77 million in 2009, down from 2.2 million in 2008.


The automaker's combined U.S. sales of Toyota, Scion and Lexus models are up 1 percent to 1.3 million through September in a market that has advanced 10 percent from last year's 27-year lows.


Separately, aiming to restore customer trust after a recall crisis, Toyota is launching two new U.S. service plans that will come standard with Toyota and Scion brand vehicles.


Called Toyota Care and Scion Service Boost, the plans will immediately offer free factory scheduled maintenance and 24-hour roadside assistance for two years or 25,000 miles, whichever comes first, the company said in a statement Wednesday.

The next Toyota Prius will get “significantly better fuel economy in a more compact package that is lighter weight and lower cost,” according to Satoshi Ogiso, the Prius program's chief engineer. Ogiso, who is also Toyota Motor Corp.'s managing officer, said the next-gen Prius' performance will reflect “significant advances” in battery, electric-motor and gas-engine technologies. He said Toyota is looking at improving miles per gallon to 55, compared with today's 50 mpg and that the next-generation Prius electric motors will be smaller and more powerful; in addition, its gasoline engine will be among the world's most efficient. Expect a new Prius in the U.S. in spring 2015.

Within the span of a month, Toyota Motor Corp. and Nissan Motor Corp. have doubled down on starkly divergent strategies for hybrid and electric vehicles.


While other global automakers hedge their bets on alternative powertrain technologies, Nissan and Toyota are placing risky wagers that each knows exactly which powertrain will dominate among next-generation green vehicles.


Nissan aims to be the global leader in EVs. Toyota wants to expand its lead as the world's top maker of gasoline-electric hybrids.


On June 9, Nissan released the second of four promised EVs, its e-NV200 battery-powered van.


Just weeks earlier, Toyota pulled the plug on its own EV program by ending a two-year deal to build electric Toyota RAV4 crossovers with Tesla Motors Inc. When the last RAV-4 rolls off the line later this year, the world's largest automaker will no longer be producing electric cars.


No other major automakers are as zealous about their chosen path.


Risky business


"When it comes to zero emissions, we're absolutely religious," Andy Palmer, Nissan's chief planning officer, said at the launch of the e-NV200, Nissan's second EV after the Leaf. "We'll be the absolute, No. 1 leader in zero emissions. No doubt. That's our positioning."


Publicly, both companies say they see a need for a range of alternative powertrains to meet different driving conditions. But their product plans clearly show where each is plowing the big bucks: Nissan into EVs, while Toyota shuns them for hybrids.


Each gambit is risky. EVs are still hobbled by high costs and range limitations. Hybrids, also still pricey, face tougher competition from improved internal-combustion engines.


In any case, volume for both will remain tiny into the foreseeable future. Hybrids and EVs combined will account for less than 7 percent of global output in 2020, IHS Automotive forecasts.


"The most important point is who wants to buy these," said Atsushi Ishii, senior manager for powertrain forecasting at IHS. "Our forecast may be lower than you'd expect."


Nissan is once bitten, twice shy about setting sales targets for EVs.


It is still eating crow over CEO Carlos Ghosn's pronouncement that the Renault-Nissan alliance would sell 1.5 million EVs by the fiscal year ending March 31, 2017. From the launch of the Leaf in December 2010 through April, the two automakers have sold just 155,682.


No forecasts


Palmer wouldn't give volume forecasts for the e-NV200. It goes on sale in Europe this month and in Japan in October; a North American launch is still under review.


"What's the point of putting a volume on it? Because basically all it does is set a point of reference," Palmer said at the van's unveiling. "People that doubt or dislike or don't have the technology" then use that point of reference "to demonstrate failure."


He noted that it took Toyota five years to exceed 100,000 in cumulative global hybrid sales, following the introduction of the Prius hybrid in 1997. The Leaf alone, with worldwide sales of 119,000 units so far, has outpaced the Prius rollout in a mere three and a half years.



"In the context of global nameplates, this is already not a niche," Palmer said of Nissan's battery-powered vehicles. At the same time, he derided the view that hybrids are a panacea for carbon dioxide emissions, noting that they still rely on fossil fuels.


"I don't believe that a panacea hybrid solution is the right solution. It's not. It doesn't work in Europe right now. It doesn't work in the United States right now," Palmer said. "Simply hooking up your carriage to the world of hybridization doesn't work. It doesn't solve humanity's problem because it still has an exhaust pipe. It's still emitting emissions."


Toyota unplugged


After dabbling in EVs with Tesla, Toyota said last month it would end its R&D deal with Tesla to supply an all-electric RAV4. Toyota is convinced EVs are only a short-range, run-about solution, said Jim Lentz, CEO of Toyota's North America region.


"I would rather invest my dollars in fuel cell development than in another 2,500 EVs," he said.


That will end Toyota's foray into EVs. For now.


Its only other offering is the pint-sized eQ, a battery-driven car based on the Scion iQ three-seater. Commitment to that car always has been halfhearted.


In 2010, when Toyota announced the eQ, the company predicted it would be selling thousands. But in 2012, Toyota scaled back those ambitions, saying it would sell about 100 of the cars in the United States and Japan on a limited basis.


In the end, Toyota allocated 90 to lease programs on the West Coast and just one to Japan -- to the municipal government of Toyota City, where the carmaker is headquartered.


About 70 have been delivered with the remainder due for distribution in the coming months, Toyota says. After that, Toyota has no plans to make any more.


Fuel cell ZEV


Hydrogen fuel cell technology is Toyota's new emissions-free play. A fuel cell car expected next year will be its compliance car for California's zero-emissions mandate.


To be sure, standard hybrids are expected to keep their edge over both EVs and fuel cells for years. IHS predicts they will account for almost 6 percent of global output in 2020, up from 3 percent today. That compares with 1 percent for EVs in 2020 and next to nothing for fuel cells.


But traditional internal-combustion gasoline and diesel engines will continue to dominate, accounting for 93 percent of worldwide production in 2020, IHS says. But they will be much more efficient because half will be equipped with stop-start, cylinder deactivation and other advanced engine technologies, IHS predicts.


Nissan's Palmer said that, aside from electric drivetrains, his company is "agnostic" about emissions-reducing technology. Nissan and Infiniti will deploy hybrids, downsized turbochargers, stop-start systems, clean diesels and fuel cells, he said.


Still, he doesn't hedge on Nissan's commitment to EVs in the face of growing global air pollution. "Humanity cannot sustain this," Palmer said. "We need zero emissions."

 A total of 102 complaints have been filed about the Prius in the United States, according to the National Highway Traffic Safety Administration database.



Toyota Motor Corp., under fire from fresh quality complaints about its popular Prius hybrid, says it conducted a software fix to address reports of slipping brakes.


But the world's biggest carmaker didn't notify customers at the time of the change. And it says it is still uncertain how to handle the thousands of Prius vehicles that were sold before the fix.


The problem occurs in the third-generation Prius, which went on sale in the United States, Japan and Europe last year. Transportation agencies in the United States and Japan have been compiling dozens of complaints that the car's brakes give way under certain conditions.


Japan's Ministry of Transportation has ordered Toyota to investigate the problem and consider a recall if a defect is found. The ministry has logged 38 complaints since July.


A computerized search for the 2010 Prius in the online database at the National Highway Traffic Safety Administration generated at least 102 brake-related complaints against the car.


At a hastily called Feb. 4 press conference to address the mounting complaints, Toyota Managing Officer Hiroyuki Yokoyama said the slipping feeling is caused by a lag time in the shift between the car's regenerative braking system and the antilock braking system.


The phenomenon occurs mostly on slippery or bumpy roads, and complaints rose in December when icy conditions triggered more frequent application of ABS braking in the cars.


"When ABS comes into play, you may feel a little bit of slip, but if you continue to apply the brake it will work," Yokoyama said. "It may cause customers a little unease."


Toyota updated the software in late January to reduce the lag time in cars now coming off the assembly line, Yokoyama said. At the time, Toyota was focused on implementing a fix as soon as possible after the complaints came in, he said.


Toyota is studying whether the old braking pattern is a safety risk. But he said that the braking performance still falls within legal guidelines, he added.



"We want to come up with a countermeasure to inform our customers, so we would like to be allowed some time and come up with a conclusion as soon as possible," Yokoyama said.


The U.S. complaints accounted for at least two injuries. Drivers typically complain about losing braking ability--often while driving over bumpy roads--or feeling the brakes give way.


A report filed Feb. 1 reads: "While braking, if I hit potholes, the car speeds up from loss of braking action, even thou (sic) I am still pushing on the brake pedal."


Bad Timing


Another complaint filed in September 2009 said the driver injured her neck when the brakes failed on her Prius and she collided with another vehicle.


News of the fresh investigation comes as the world's largest automaker struggles to rein in a recall crisis aimed at fixing incidents of sudden acceleration in some of its vehicles. Since last fall, Toyota has recalled 8.1 million vehicles worldwide--more cars than it sold last year.


Problems with the latest generation of the Prius, which went on sale in the United States and Japan last year, would be another blow. The green halo surrounding the popular hybrid is largely credited for Toyota's image as a leader in environmentally friendly technology.


In Japan, the Prius is the best selling car.


Japan's Transportation Ministry has asked Toyota to provide a report on the problem, a ministry official said. Two brake incidents resulted in crashes, and two injuries were reported.


"It is necessary to check whether the complaints are based on users' feeling or problems with the car," the official said. "If it is based on the latter, Toyota needs to issue a recall.

 Four dealerships in the United States are converting the Toyota Prius into a plug-in hybrid using lithium-ion batteries.



Toyota dealerships in four U.S. metropolitan areas are offering to convert customers' Priuses into plug-in hybrids, using technology from the battery maker A123 Systems.


The arrangement provides the strongest indication yet that lithium-ion battery technology is ready for mainstream automotive use.


A123, of suburban Boston, is among the four battery companies General Motors is considering to supply the Chevrolet Volt. GM wants the plug-in hybrid car on the market in 2010.





Lithium-ion batteries are seen as key to electrification of the automobile. The industry is debating whether the batteries can withstand mass production and daily use by motorists.


The Tesla Roadster, an all-electric $100,000 car that uses lithium-ion batteries, is on sale. But it is widely viewed as an expensive exotic vehicle for a few enthusiasts.


About 600,000 Priuses are on U.S. highways. The hybrid car's base sticker price is $22,160, including shipping.


How many Prius owners will spend $10,000 to convert the cars to plug-in power is unknown. A123 wants Congress to provide a tax credit of $2,500 to $3,000 to Prius owners who make the conversion.


Leslie Goldman, an attorney who represents A123 in Washington, said more than 1,000 Prius owners are on a waiting list for the conversion.


The technology "is ready for prime time," said Goldman, who has been driving a converted Prius prototype for about 18 months.


Felix Kramer, an expert on plug-in hybrids, said he believes the A123 conversion will perform satisfactorily. It uses lithium-phosphate, which does not have the same risk of overheating and exploding as some other lithium chemistries, Kramer said.


A123 does not want to jeopardize its future business supplying batteries to automakers for new vehicles, added Kramer, founder of the California Cars Initiative.



Toyota is unhappy about the conversions but said its dealerships are independent businesses that can do what they want.


Still, Toyota said its owners should not modify "any of our vehicles," hybrid or otherwise, said Bill Kwong, a spokesman for Toyota Motor Sales U.S.A. Inc.


Changes could void factory warranties, Kwong said. A123 offers its own warranty on the conversion.


Toyota dealerships that offer the conversion are Westboro Toyota, near Boston; Fitzgerald Toyota, near Washington; Toyota of Hollywood, near Los Angeles; and Denny Hecker Automotive Group, near Minneapolis.


A123 also has certified shops in Seattle and San Francisco to offer the conversions.

To select the best cars for families, U.S. News & World Report researchers looked at quality, space and the number of family-friendly features. Since families have different needs, the survey reviewed various types of cars from compact sedans, crossovers, minivans and large SUVs before picking a winner in each category.


We've tested many of the winners listed below and would agree with most of these selections. Just about every major manufacturer is represented in at least one category. General Motors led the way, winning six out of 19 categories.


Absent from the list are any Kia or Hyundai models. We've been testing a Hyundai Santa Fe for more than six months now and feel it would make a nice addition to the results.

The National Highway Traffic Safety Administration said Thursday that it is opening a formal investigation of the 2010 Toyota Prius Hybrid to determine whether the vehicle suffers momentary loss of braking capability while traveling over bumpy surfaces.


NHTSA, an agency that is part of the U.S. Department of Transportation, has received 124 consumer complaints, including four reports of crashes. Investigators have interviewed consumers and completed pre-investigative field work, the agency said in a statement.



The braking investigation comes on top of a much broader federal investigation of problems with unintended acceleration in a host of Toyota vehicles. Toyota Motor Corp. issued recalls of more than 9 million vehicles worldwide in October and January.

Toyota Motor Corp. will recall 2.77 million vehicles worldwide--including 670,000 Prius hybrids in the United States--to fix a possible water pump problem and steering defect.


The electric water pump recall covers five models globally for a tally of 630,000 vehicles. The steering recall affects 10 models worldwide totaling 2.76 million vehicles.


About 620,000 second-generation Prius hybrids are covered in both recalls, putting the net figure at 2.77 million units. The Prius models recalled in the United States are from the 2004 to 2009 model years.


The recall comes just a month after Toyota announced its biggest-ever single component recall. That callback affected 7.43 million vehicles to fix a faulty power-window switch.


U.S. dealers will check the intermediate extension shaft in Prius steering systems and replace if needed. The splines connecting the steering shaft to the steering gear box can deform over time with forceful steering, Toyota said.


Inspection and repair should take about one hour, the company said.


About 350,000 of those 670,000 Prius models in the United States will also be inspected to replace the electric water pump, which circulates coolant through the hybrid drivetrain components.



The electric motor driving this pump can stop, causing the car's hybrid powertrain to stop when the car is being driven.


"We have not received any reports of accidents or injuries related to either issue," spokesman Dion Corbett said.


Owners will be notified of the recall by mail starting in December. Repairs will be done at no charge to the customer.


Toyota's October recall for the faulty power window switches was the industry's biggest single recall since Ford Motor Co. took 8 million vehicles off the road in 1996.


A series of Toyota recalls involving more than 10 million vehicles between 2009 and 2011 damaged the firm's image, but it recovered and earlier this month raised its full-year net profit forecast to $9.7 billion, citing solid sales.


Toyota has sold about 3.3 million Prius hybrid vehicles globally since the car went on sale in December 1997. The total number of hybrid vehicles it sold worldwide, including the Camry, was 4.6 million as of end-October.

Automakers would need to make hybrids and electric vehicles emit sound under rules that the National Highway Traffic Safety Administration proposed on Monday


The rules, ordered by Congress three years ago, are meant to protect pedestrians and bicyclists from vehicles that make little sound when using electric power. NHTSA says that designing the vehicles to make noise at speeds below 18 mph would prevent about 2,800 injuries over the life of each model year of vehicles.


Adding the needed speaker system would increase the cost of manufacturing a car or light truck by about $30, the agency estimates. NHTSA estimates it would cost the whole industry $23 million in 2016, once the rules are in effect.



"Our proposal would allow manufacturers the flexibility to design different sounds for different makes and models while still providing an opportunity for pedestrians, bicyclists and the visually impaired to detect and recognize a vehicle," NHTSA Administrator David Strickland said in a statement.


Before finalizing the rules, NHTSA must publish them in the Federal Register and address any problems that are brought up during a subsequent 60-day public comment period.


The rules would apply to passenger cars and light trucks, as well as motorcycles, heavy-duty trucks and buses.

Compelling argument

To meet the requirements, automakers would need to add speakers that are audible from the street, but still protected from the elements. These speakers would need a digital processor so they would play the chosen sound -- often a humming noise similar to that of a gasoline-burning engine -- only at low speeds.


Beyond the cost of those components, the added weight would increase fuel costs by about $5 over the lifetime of a light vehicle, NHTSA says. That, combined with the $30 in components, means the total cost of a vehicle would increase by about $35.


Automakers have started adding speakers to hybrids and electric vehicles. The 2013 version of the Chevrolet Volt, the best-selling plug-in hybrid on the market, lets the driver activate a warning sound using a button on the end of the turn signal lever.



The Nissan Leaf, the best selling battery-electric vehicle, has a similar system that plays a sound at speeds of up to 18 mph. It plays automatically, but a driver can deactivate the sound by pressing a button beneath the navigation screen.


And starting with the 2012 model year, all U.S. versions of the Toyota Prius, the best-selling gasoline-electric hybrid, automatically make an electronic whirring sound. The sound plays at speeds below 15 mph.


Toyota does not let drivers disable the sound on its hybrids, as advocates for the blind and the elderly have insisted is necessary.


Regulators said on Monday that they find that argument compelling. During a visit to the headquarters of the National Federation of the Blind, NHTSA officials tried to cross city streets while blindfolded. They "found the sound of idling vehicles necessary for determining whether there was a vehicle present at the intersection and whether it was safe to cross," the proposal says.


Under the proposal, drivers would not be able to deactivate a warning sound while a vehicle is in motion, which NHTSA says "would compromise pedestrian safety."


But the proposal says regulators have not yet decided whether vehicles should be required to make noise while idling. Though some drivers have chafed at hearing noise instead of near-silence, automakers have largely recognized the risk quiet cars can present to pedestrians.



Yet the rules will require some automakers to add more equipment, and others to change how they design their warning systems.


Gloria Bergquist, a spokeswoman for the Alliance of Automobile Manufacturers, said the group had no immediate comment because it is still reviewing the proposal.


She wrote in an e-mail on Monday: "We have been working closely with the blind community and NHTSA on this issue for several years and are continuing to do so to achieve a balanced and effective rule."

 Consider it a sort of gearhead vision test.



The Toyota Prius is not generally considered an enthusiast's car, unless the enthusiast in question happens to get fired up about traveling from Point A to Point B in the most unremarkable manner possible.


The pioneering hybrid has been called many things since its global debut in 2000. None of these things are likely to stir the hearts of those with gasoline in their blood: A soulless four-wheeled appliance. A carlike commuter pod. A grimly functional transportation module.


If the product lineup on Toyota's media site is to be believed, however, the 2012 Toyota Prius Four has finally completed its transformation into a vehicle so stripped of character, so devoid of passion that it is actually invisible to the eyes of enthusiasts.



Consider it a sort of gearhead vision test. If you can't see the Prius, breathe easy; you're one of us. If you do spot it, well, you'd better head to the garage for some remedial wrenching, stat. Do a quick self-examination here.
